The Irish war of independence, which started in 1919, intensified towards the end of 1920 and many Irish people suffered from distress caused by the war. In December 1920 some Irish-Americans in the U.S.A. held a meeting to discuss about Irish relief operations and decided to found the American Committee for Relief in Ireland. The Committee made forty eight state committees in every states in the U.S.A. in order to extend its influence and started a nation wide campaign for Irish relief fund in March 1921. The campaign resulted in $ 5,069,194.39, most of which was sent to the Irish White Cross in Ireland. The Irish White Cross, established in December 1920, relieved distressed people by three ways. First, the Irish White Cross distributed about ?740,000 by ‘personal relief’ (grants and weekly allowances). Secondly, loans (about ?270,000) were granted for ‘Reconstruction’. It enabled people to repair their houses. Thirdly, the Irish White Cross relieved the people by ‘specialised forms of relief’(about ?200,000): feeding of school children; the support of infant welfare societies; provisions of means of employment through workrooms; aid given where economic distress prevailed; children’s fund; grants to children’s hospitals and hostels.

At the beginning of Meiji Era, many British engineers came to Japan in order to construct and manage the railways. They might have hesitated to come to Japan, because she was not yet civilized, so possibly those engineers could have been anxious about the food and climate as well as security.  It is not enough to estimate and interpret their motivation only by the Japanese documents. It is necessary to investigate the British materials such as their carrier and contemporary circumstances. Therefore, I visited Britain to vigorously look for the literatures and materials last summer. I found the obituaries of the civil engineers who contributed to the railways of Japan, the annual reports of the Institution of Civil Engineers, and other useful information. After returning to Japan, I continued to confront both the British primary documents and also the Japanese ones.  In this article, I first explain the role of civil engineers and the social requirement to the ICE. Secondly, I summarize their carriers from the viewpoints of their tasks, skills, and salaries. Those engineers’ practical experiences in Japan enabled each of them not only to become a professional engineer but also to affiliate with the ICE and present an article to it. I can clarify that the motivation of British engineers from the aspect of their rewards as well as social reputation.
